To intensify the tourism market, the State Tourism Development Program in the Republic of Kazakhstan has been adopted and is being implemented, the purpose of which is to create a competitive tourism industry to ensure employment of the population, stable growth of state and population incomes by increasing the volume of inbound and domestic tourism.
The tourism and hospitality industry is a special area of entrepreneurial activity, which is characterized by the integrated nature of the functioning of various enterprises. The modern model of professional tourism education assumes at its core a multilevel, geographically distributed system of continuous training, retraining and advanced training of tourism personnel. The specificity of tourism education lies in its versatility, since training is carried out in various areas of technical and technological, economic, managerial and scientific profiles
The existing training system for tourism and hospitality requires the use of various tools and global events. In connection with the active development of this sector of the economy, the need arose for a clear interaction between the vocational education system and the labor market. Of great importance are the prospects for joint activities of the industry employer and specialized educational institutions, factors are identified that affect the training of personnel in the field of tourism and hospitality. Training is carried out within the framework of the traditional concept and using modern approaches. In the traditional approach to training, such basic teaching methods as training in the workplace and outside the workplace are indicated. With the modern approach to training, we primarily consider the competency-based approach, as well as the dual training system and the use of modular educational programs.
For 10 years, the Mangistau College of Tourism has been the leading college in the region, providing the region with specialists in the field of hotel services, restaurant business, and the tourism business in 5 specialties.

Service” through the educational programs “Tourism”,“Hospitality”, “Catering”,“ Translation Business”,“Marketing”, which provide continuous updating and organic adaptation of the vocational education system to the changing socio-economic conditions of the employer.
The main indicator of increasing popularity and demand of tourism industry specialists is the positive dynamics of the student body contingent of the college, including by state order. Currently, 780 students are studying here at the expense of the republican and local budgets, including in terms of work qualifications.

As a tool to improve the quality of training of specialists meeting the modern requirements of employers, a dual training system has been introduced and has been successfully used in MKT. From the 2012-2013 academic year, the dual system trained personnel in the specialty 0507000- “Organization of hotel services”. The accumulated experience and positive results of the application of this training system allowed the college to introduce it from the 2015-2016 academic year for the specialty 0508000 – “Catering”.
Another form of training is training based on modular educational programs. This training system is used on the world market of educational services, significantly improves the quality of training due to the implementation of the competency-based approach. In the mode of the experiment, which began in 2017, since 2018, training in the specialty “Catering” (qualifications “Cook” and “Confectioner”) is being conducted under modular educational programs. From the 2019-2020 academic year, the Organization of Hotel Services, Tourism, and Marketing were added to the specialties with modular educational programs.
